1. The grievance of the petitioners was to the inaction on the part of the respondents in not considering the case of the petitioners for promotion to the post of Assistant Grade-III in the Directorate of Rural Industries (Handloom) with the respondent No.2.

2. The respondents have filed their return, wherein in paragraph No.2 they state as under:- "At the outset it is respectfully submitted that as prayed by the petitioner the answering respondents agree to decide the representation of the petitioner and proceed for promotion of Assistant Grade-III in Directorate of Rural Industries Handloom only after deciding the representation of the petitioner."

3. Given the aforesaid stand taken by the respondents in their return, this Court is of the opinion that ends of justice would meet if the respondents are directed to consider the representation of the petitioner if not decided till now and to take a decision at the earliest within a period of 90 days from today.

4. It is made clear that while taking a decision on the representation of the petitioner, the respondents shall consider the relevant circulars in this regard as has been published by the General Administration Department from time to time.
