1. The grievance of the petitioners in the present writ petition is that the Paddy, Fertilizer, Seed Purchase Center which was operational since

1965 situated at Harkondal and was 4 Km away from the village of the petitioners, has been transferred to Damkasa which is 8 Km away from their village, vide notification dated 31/08/2020.

It is contended that earlier Hatkondal Purchase Center was at a distance of 4 Km and the new Center is situated at 8 Km, which is causing inconvenience to the villagers, therefore, their representation, to shift the Purchase Center i.e. the Paddy, fertilizer, Seed Purchase Center, Damkasa to nearby their village, may be directed to be decided by the respondents' authority.

3. The grievance of the petitioners do not appear to be serious in nature which warrants consideration. The shifting of shop for Paddy, fertilizer, Seed Purchase Center from 4 km to 8 km would not cause any great inconvenience to the villagers and the distance is not a unreasonable one. It is a prerogative of the State to put up the purchase center at a particular locality. The locality is selected after considering various aspects of different villagers and adjacent areas which has a nexus to the population. If the State government has decided to put up the center at a particular place, judicial interference in such execution is not called for unless it is shockingly disappropriate or unrealistic to get the benefit.
