The transfer order is under challenge on the ground that the petitioner has been transferred vide order dated 30.07.2016 on the ground that he had applied for transfer on his own request, but the petitioner has never made any such application for his transfer. 2.
It is found that the petitioner has not filed any petition before this Court for more than three months which is sought to be explained on the ground that the order was not served on the petitioner. This itself should be a matter of enquiry. An enquiry shall be made in a manner as to how the petitioner has been transferred on the ground that he had applied for transfer on his own request. In the enquiry, if it is found that some mischief has been committed, strict action be taken against those who were involved in this kind of activities where employee is being transferred showing it to be on his own request without there being any request made by him.

If no one has joined in his place, till the matter is decided by the State Government or four weeks whichever is earlier, coercive steps shall not be taken against the petitioner.
