Learned counsel for the petitioner submits that under the scheme of the State & Union of India, the petitioner has imparted skill education to different persons, however, despite such training have been given, the bills when were submitted they are not been released for no reasons. He submits that the petitioner may be allowed to make additional representation before the respondent No.4 to redress his grievance.

The prayer appears to be fair and reasonable. 4.
Be that as it may, the petitioner is given liberty to make additional
representation before the respondent No.4 for redressal of his grievance. On such representation being preferred, the said authority shall consider and decide the same expeditiously preferably within a period of four weeks from the date of receipt of a copy of this order. 5.
It is made clear that this Court has not expressed any opinion on the merits of the matter.
