The instant petition is preferred against the inaction on the part of the respondent authorities that they are not issuing certificate of 22 point information to facilitate registration of sale deed of the petitioner and others. 2.

It is contended by learned counsel for the petitioner that he is recorded owner of the land and he intends to sell his land bearing Khasra No.146/3, admeasuring 2.023 hectares at Village Kosamnara, Patwari Halka No.8, District Raigarh. He submits that the registration of the sale deed is not allowed unless the Patwari issues 22 point information under his own signature giving the land, ownership etc. 3.

It is submitted that as per Annexure P/2, an application to issue 22 point certificate was jointly filed by the petitioner and others on 06.10.2016, who are the owners of the land but till date, it has not been decided. It is further submitted that despite the request of the Tahsildar, nothing has

been provided and therefore, again an application was made to the SubDivisional Officer, Raigarh on 02.11.2016 (Annexure P/3). 4.

Considering the facts, it is directed that respondent No.3 to do the needful and instruct the subordinate officers including the Patwari to issue necessary certificate within a period of 30 days from the date of receipt of copy of this order. It is further directed that the Tahsildar shall take appropriate action against the concerned Patwari, if it is found that the Patwari has kept and held back the issuance of 22 point certificate for extraneous reason. It is further observed that 22 point certificate may be issued, if till date, the requirement of 22 point programme if is required as condition precedent for sale.
