At the outset, learned counsel for respondent No.2 submits that the alleged .

concession agreement has already been terminated and not in existence on account of failure of respondent No.4, therefore, it could not be implemented.

This is petition in the nature of public interest litigation relating to cleaning of Raipur .

Municipal Corporation area.
