The challenge in the present Writ Petition is to the order Annexure-P/1 dated 23/05/2006 whereby the claim of the petitioner for grant of compassionate appointment was rejected by the respondents. 2.

At the outset, the petition suffers from delay and latches for the simple reason that, the rejection order was of the year 2006 and the present Writ Petition has been filed after more than 12 years i.e. in the year 2018.

No plausible explanation has been given by the petitioner for the delay caused except for the fact that subsequent to the rejection, he has again made a representation to the authorities in the department. 4.

Another aspect which cannot be lost sight of is the fact that, the father of the petitioner had died in harness in the year 1995 and as from the date of death, the present petition would be after more than 23 years. 5.

This Court is therefore of the opinion that the present Writ Petition suffers from inordinate delay and latches and the same deserve to be and is accordingly dismissed on the ground of delay. Sd/- (P. Sam Koshy) Sumit JUDGE
