Hon'ble Shri Justice P. Sam Koshy Order On Board 18.01.2021

1. The petitioners are employees of the CGPSC. The grievance of the petitioners are that they were appointed on a regular basis w.e.f.

09.09.2008 on probation for a period of two years and on which post they were confirmed immediately on completion of two years in the year 2010.

2. According to the petitioners, the first time bound promotion on completion of eight years was payable to the petitioners w.e.f. September 2016 but the same has been granted to the petitioners after about a year delay on 04.06.2017.

3. The grievance now of the petitioners is that since the benefit of the time bound pay-scale has not been given to them from the date they completed eight years of service, the petitioners have been put to loss on account of the implementation of 7th pay commission and for which they have already made a detailed representation to the respondent No. 4 but the representation till date has not been decided.

4. Given the limited grievance of the petitioners, the writ petition at this juncture stands disposed of directing the respondent No. 4 to take a decision on the representation of the petitioner at the earliest in accordance with Rules and Circulars of the State Government governing the field within a period of 90 days from the date of receipt of copy of this order. In-addition, the petitioner would also be entitled to make a fresh representation to the respondent No. 4.

5. The writ petition accordingly stands disposed of. Sd/- P. Sam Koshy Judge Jyotijha
