1. The limited grievance which the petitioner has raised in the present writ petition is that the petitioner has not been granted the benefit of second Kramonnati which according to the circular of the State Govt. he would have been entitled since 19.04.1999.
2. The petitioner drew the attention to Annexure P-3 dated 06.07.2013 which is a circular of the State Govt. whereby they have held that the benefit of second Kramonnati would be given from 19.04.1999. According to the petitioner, in the year 1999 itself, he became entitled
for two Kramonnati and in spite of repeated representations, the respondents have not taken any decision on his representation. Meanwhile, he stood retired from service on 31st August, 2018.

Given the limited dispute that the petitioner has raised, this Court is of the opinion that ends of justice would meet if respondents 2 & 3 are directed to ensure that the claim of the petitioner for grant of two Kramonnati is scrutinized at the earliest in the light of the circular of the State Govt dated 06.07.2013 and an appropriate decision is taken at the earliest preferably within a period of 4 months from the date of receipt of copy of this order.
