The stay granted was that in case employees of the same cadre of the Petitioner for promotion to the higher post were considered, then the DPC shall remain stayed. There is no allegation that any person has been appointed from the cadre of the Petitioner. There is no willful contempt in the petition. It is rejected accordingly.

However, the Petitioner is at liberty to challenge the appointment of other persons by filing a writ petition.
