Learned counsel for the petitioner submits that in the result of order dated 15.11.2017 passed in WPCR No.230 of 2017, the FIR was lodged on 16.01.2018 as per Annexure P-3. Thereafter, no investigation is carried out by the police authorities and it is expected that the police authorities are obliged to conduct the investigation within specified period of time, which may not be last for years to come and in this case it would reveal that after lodging of FIR on January, 2018 no substantial progress has taken place. 2.

Considering the documents and the reply of the State, it appears that the investigation has not been concluded till date. Therefore,

in view of the law laid down by the Supreme Court in Ram Lal Narang v. State (Delhi Admn.) AIR 1979 SC 1791 and Lalita Kumari v. Government of Uttar Pradesh and Others (2014) 2 SCC 1, if the investigation is not yet been completed then the police authorities shall be obliged to complete the investigation within a reasonable time.
