1. By this petition, the petitioner has called in question the correctness and validity of selection made in the year 2011.

2. It appears that aggrieved by the selection and appointment of respondent No.6, the petitioner preferred a representation in the year 2011 instead of filing the appeal as provided under circular dated 2.4.2008.

3. There is nothing in the petition to show that the petitioner was not aware of

-2the scheme of remedy in the matter of grievance of selection and appointment.

4. The petition is stale as it could be and is therefore dismissed as barred by delay and laches.
