Since we have disposed a similar appeal and the present matter is covered by it, delay is condoned for reasons mentioned in the application. 5.

The present appeal is disposed in similar terms as Writ Appeal No.530 of 2013 with the only modification that the date 31.6.2013 be read as 31.08.2013.
