1. It is argued that respondent No.6, who is the Secretary of the Integrated Watershed Management Programme, Madiyadarha, Patthalgaon, District Jashpur, has engaged his real brother i.e. respondent No.7 Manoj Khuntiya for construction of pond (Dabhri) by using JCB machine and by preparing forged muster roll and a complaint made to the Collector has not been looked into.

2. Complaint (Annexure-P/2) does not bear any receipt of the concerned Collector, therefore, it does not appear as to whether the same was presented or not.

3. Be that as it may, considering the nature of complaint, the Writ Petition is disposed of with a direction that in the event the petitioner prefers fresh complaint before the concerned Collector within a period of 4 weeks from today, the Collector shall consider and decide the representation/complaint after giving opportunity of hearing to all the parties and decide the same by a speaking order, at the earliest, preferably within a period of 3 months from the date of submission.
