(2) I have heard learned counsel appearing for the petitioner. (3) The above-stated dispute is a contractual dispute arises between the parties, which cannot be adjudicated in this writ petition. However, the petitioner is at liberty to file representation for redressal of his grievances before the respondent No. 2 - Executive Engineer, that will be considered and decided by the authority concerned expeditiously in accordance with law.
