The Petitioner has moved this Court with the following prayers: "10.1 The Hon'ble Court may kindly be pleased to issue a writ quashing the amended provision made under the rule 32 & 81 of the Central Motor Vehicles 1989 vide notification dated 29.12.2016 imposing penalty clause and may be declared void.
10.2 That, during pendency of petition the respondent no. 3 may be directed not to take penalty from the petitioner as per endorsement made on 25.07.2018.
10.3 Any other relief which this Hon'ble Court may deems fit and proper looking to the facts and circumstances of the case may also be awarded to the petitioner including the cost and expenses of this petition. An affidavit in support of this petition is filed herewith."

When the matter was taken up for consideration on 04.03.2020 there was no representation on behalf of the Petitioner, yet we decided to grant one more chance and have listed the matter accordingly. 3.
Same as the position today as well. There is nobody to represent the Petitioner. It appears that the Petitioner has lost interest in the cause of action. 4.
