(2) After arguing for a fairly long time, learned counsel appearing for the petitioner submits that the petitioner may be

permitted to prefer an appeal before the appellate authority within a period of 15 days from today.

(3) The prayer appears to be fair and reasonable. (4) The writ petition is accordingly disposed of with a liberty to the petitioner to prefer an appeal before the appellate authority. If such appeal is filed by the petitioner within a period of 15 days from today and, in turn, the appellate authority shall consider and decide the same in accordance with law, after noticing to the other side and considering the submission made by the parties, expeditiously.

(5) However, the petitioner is at liberty to raise all the plea before the appellate authority.
