The grievance of the Appellant is that the circular dated 19.7.2011 was not brought to the notice of the learned Single Judge which led to the issuance of directions given in paragraphs-7 & 8 of the order. 2.

We feel that the appropriate remedy for the Appellant would be to approach the learned Single Judge by filing a Review Petition and to bring this fact to his notice.
