(4) The petitioner is permitted to file a representation before the competent authority. If such representation is made by the petitioner within 15 days from today, the competent authority shall consider and decide the same on its own merit and in accordance with law expeditiously from the date of receipt of copy of this order along with representation of the petitioner.
