1. Learned counsel for the petitioner would submit that the Collector, District Balodabazar-Bhatapara (CG) has passed the

impugned order, therefore, the petitioner does not have any alternative remedy but to prefer this writ petition because under the extant government guidelines, the appeal lies before the Collector.

2. Considering the entire facts situation of the case, the writ petition is disposed of with direction that if the petitioner prefers an appeal/representation before the Principal Secretary, Department of Food and Civil Supplies, Government of Chhattisgarh, within a period of two weeks from today, the said Principal Secretary shall consider and decide petitioner's appeal/representation at the earliest, preferably within a period of six weeks from the date of submission. The appeal shall be decided after providing personal hearing to the petitioner.
