Sam Koshy Order On Board 07.08.2018 The grievance of the petitioner in the instant case is that the order of transferring of the petitioner from Janpad Panchayat Sitapur to Janpad Panchayat, Mainpat was in violation of the circulars of the State

Government, wherein they could not be transferred from one Janpad Panchayat to another Janpad Panchayat and if at all, if they had to be transferred, they may be transferred only within the block level itself. 2.

Perusal of the record would show that the petitioner stood transferred from Sitapur to Mainpat in the month of September, 2014. The petitioner immediately and obediently complied with the order and is still working at Mainpat. It is now that the petitioner has filed the present writ petition challenging the action which took place about 4 years back. 3.

Perusal of the record also reveals that the petitioner has not even made a representation before the competent authority for redressal of his grievances seeking compliance of the orders/circulars of the State Government while transfer of an employee of one Janpad Panchayat is made to another Janpad Panchayat.

Given the facts, let a detailed representation be made by the petitioner to the respondents No. 2 & 3 within a period of two weeks from today. Subject to the petitioner's making a detailed representation in respect of his grievances, the authorities concerned would consider and decide the case in accordance with the rules, guidelines and circulars governing the field as expeditiously as possible. 5.

Writ petition thus stands disposed off.
