After arguing for sometime learned counsel appearing for the petitioner prays for withdrawal of the writ petition with liberty to approach the higher authorities in the department on the administrative front so far as withdrawal of the financial and administrative power is concerned. Prayer is allowed.

Accordingly, subject to petitioner's approaching the authorities within a period of two weeks from today, the respondent authorities are expected to take a decision on the same in accordance with law at the earliest preferably within a further period of 60 days.

The writ petition accordingly stands disposed of as withdrawn with the aforesaid liberty.
