1. Learned counsel for the petitioner contended that the petitioner was appointed on 14.02.2009. However, the Kramonnati/Time Bound Pay Scale, on completion of 10 years of service on the same post, has not been given to the petitioner. He relies on the circular dated 02.11.2011. Counsel for the petitioner submits that similarly in like nature of the case, this Court on 25.06.2019 in WPS No. 4564 of 2019 has passed the following orders:

The State counsel, at the outset, makes a submission that the circular of 2011 has already been withdrawn by the State Govt. and the State has subsequently issued another circular dated 14.11.2014 in this regard.

3.Given the aforesaid submissions made by the either side and taking into consideration the fact that the petitioenr from the date of appointment i.e. 1998 till date have completed more than 20 years of service on the same post, let the petitioner make a suitable fresh representation to the respondent no.2 and on receipt of said representation, the respondent no.2 in turn shall take into consideration he prevalent circulars/orders of the State Govt. so far as grant of benefit of Kramonnati/Time Bound Pay Scale whichever is applicable and decide the representation as expeditiously as possible preferably within a period of three months from the date of receipt of representation."

2. It is ordered accordingly. It is directed that the direction as has been passed in WPS No. 4564 of 2019 shall also be applicable to the petitioner. If the petitioner makes a representation within a period of 2 weeks from today, the same may be decided within a further period of 3 months from the date of receipt of the representation as per direction as above.
