1. It is fairly submitted by learned counsel for the petitioner that the issue involved in the present petition has been settled against the petitioner by the Division Bench of this Court in WA No.632 of 2018 (State of Chhattisgarh Vs. M/s. Shobha

Enterprises and others) and other connected writ appeals, decided on 7.1.2019.

2. A copy of the order passed by the Division Bench, placed before this Court by learned counsel for the petitioner, is retained in the record.
