1. The grievance of the petitioner is that a program Saras Mela 2015 at Polo Ground, Bhilai, District Durg was conducted between 01.12.2015 to 10.12.2015 and the tender was allotted to the petitioner's firm and the services were provided by him in accordance with work allotment order. Learned counsel for the petitioner submits that after the program, the petitioner has raised bills before the authority concerned to the tune of Rs.115.73 Lakh for payment, but only Rs.28.5 Lakh has been released and till date the remaining amount i.e. Rs.87.23 Lakh has not been released by the respondent authorities, despite several requests were made. Therefore, at this stage, the only prayer made by the petitioner is that he may be given liberty to make the representation to the respondent authorities to redress his grievance.

2. Considering the limited prayer made by the petitioner, the petitioner is given liberty to make representation before the respondent authorities with all necessary documents. If such representation is filed within a period of 4 weeks, the same shall be decided within a further period of 4 months from the date of receipt of such representation.
