The petition is taken up at the request of the counsel for the petitioner who wants the disposal of the writ petition only with a request to approach the respondents by way of detailed representation supported with all relevant documents and circulars in respect of his claim and with a further request that respondent may consider the same on its own merits in accordance with law.

The limited request is not opposed by the counsel for the respondent. 3.
However, it submits that till there is no representation at least from the pleadings as is reflected which is pending before the respondents.

Be that as it may, the writ petition stands disposed of permitting the petitioner to prefer a fresh detailed representation within a period of 30 days from today to the respondent supported with all relevant documents and informations in respect of his claim. The respondent in turn shall take an appropriate decision on the said application in accordance with the rules and regulations and circulars and guidelines governing the field at the earliest preferably within a period of 90 days from the date of receipt of copy of this order.

With the above observations/direction, this writ petition stands disposed of.
