Without entering into the merits of the case the counsel for the petitioner submits that the writ petition may be disposed of at the admission stage directing the respondents to decide his representation on its own merits in accordance with law.

Without expressing any opinion on the merits of the case so far as entitlement of the petitioner is concerned, the writ petition stands disposed of expecting the respondent authorities to take a decision on the representation of the petitioner on its own merit at the earliest.
