1. With the consent of the parties, matter heard finally at motion stage.

2. Grievance of the petitioner in the present writ petition is the inaction on the part of the respondents in not initiating steps for promotion from the post of Patwari to the post of Revenue Inspector.

According to the petitioner the Chhattisgarh Land Revenue Manual clearly provides for steps to be taken up by the State Authorities in respect of the promotion from the post of Patwari to the post of Revenue Inspector. In the said manual, It has been prescribed that certain actions and steps have to be taken by the State Authorities annually. It is the contention of the

petitioner that respondent authorities in the present case have not taken any steps for years together for considering the promotional avenues from the post of Patwari to the post of Revenue Inspector. As a result the petitioner has been working as a Patwari for more than 23 years now continuously in spite of the fact that he is fully eligible and competent for being promoted from the post of Patwari to the post of Revenue Inspector. He further submits that there are vacant post of Revenue Inspector also available for respondents to take steps for promotion.

Given the aforesaid factual matrix of the case, this Court is of the opinion that no fruitful purpose would be served in keeping the writ petition pending rather ends of justice would meet if the writ petition is disposed of directing the respondents to take appropriate steps in accordance with law and also keeping in view the provisions of Chhattisgarh Land Revenue Manual.

5. Let appropriate steps in this regard be taken at the earliest preferably within a period of six months.

With the aforesaid observations, the present writ petition stands disposed of.
