1. The grievance of the petitioner in the present writ petition is the inaction on the part of the respondents in not granting the annual increment, which the petitioner was entitled for in terms of the order of appointment, only after the department conducts a Computer (Hindi) Typing Skill Test, within the period specified under the order of appointment.
2. Subsequent to the filing of the writ petition it has been informed that notice to appear in the skill test has been issued by the Department and skill test as such was conducted on 31.10.2020. Counsel for the petitioner submits that results of the said skill test is yet to be published.
3. Given the fact that order of appointment itself warrants clearing of the skill test for being entitled for annual increment, the first requirement that petitioner as on date would be for clearing the skill test. Subject to the petitioner clearing the skill test the claim of the petitioner for grant of annual increment for previous period during which respondents did not convene the skill test would arise.
4. Reserving the right of the petitioner to approach this Court for grant of annual increment for the previous years after his clearing the skill test, the present writ petition as of now stands disposed of. Sd/- (P. Sam Koshy) Judge Rohit
