2. Learned counsel for the petitioner would submit that this is a case of frequent transfer. The petitioner was initially transferred from Talkeshwarpur to Gram Panchayat Ramchandrapur vide order dated 05.03.2019 (Annexure P-3),
consequently he assumed the charges thereafter subsequently he was transferred from Gram Panchayat Ramchandrapur to Gram Panchayat Barwahi vide order dated 29.03.2019, wherein also he assumed the charges. It is further submitted that again the petitioner has been transferred by order dated 12.07.2019 from Gram Panchayat, Barwahi to Gram Panchayat, Kapildevpur, therefore, it is a case of frequent transfer.
3. Perused the documents Annexure P-3 & P-4. It shows that initially the petitioner was transferred from Gram Panchayat Talkeshwarpur to Gram Panchayat Ramchandrapur on 05.03.2019 (Annexure P-3) then again in the same month he was transferred from Gram Panchayat Ramchandrapur to Gram Panchayat Barwahi on 29.03.2019, subsequently, he was transferred from Gram Panchayat, Barwahi to Gram Panchayat, Kapildevpur on 12.07.2019. Considering the frequent transfer so made in respect of the petitioner, primarily it appears that the frequent transfer has been effected. In view of this, the petitioner is directed to file representation before the redressal committee, which is constituted to hear the grievance against the transfer, within a period of 45 days from today. On such representation being filed, the committee shall decide the same within a further period of 60 days.
4. Till the representation of the petitioner is decided, the transfer of the petitioner shall not be given effect to.
