Merely because the Petitioner feels that he is wiser with regard to a policy which was formulated for the Kharif Season 2014, in retrospect, the same cannot be made a reason for some kind of enquiry by the Court in a PIL.

Based on policies, at times, well intended in purpose and reason can throw up certain loop holes when they are actually implemented or put through test on the ground. That by itself, therefore, cannot become a matter of scrutiny under PIL.
