The only relief which the petitioner seeks for is for a direction to the respondent No.1 to consider and decide the review application which he has filed before the respondent No.1.

Accordingly, without expressing any opinion on the merits of the case, if the rules permit for filing a review and a review has been filed, then the respondent No.1 may decide the review application at the earliest preferably within a period of 45 days from the date of receipt of certified copy of this order.
