Counsel for the petitioner at the outset makes a prayer that the present writ petition as of now may be disposed of permitting the petitioner to represent before the respondents once again in-respect-of his grievances and the Authorities may decide the representation in-terms-of the rules & regulations governing the field.

Without expressing any opinion on the merits of the case, as has been prayed by the petitioner, the present writ petition as of now is disposed of permitting the petitioner to represent before the respondent-authorities ventilating his grievances. On such representation being made, the authorities may consider and decide the same on its own merits at the earliest.
