The limited grievance raised by the petitioner is that, the respondents have initiated steps for promotion from Assistant Teacher (Panchayat) to Teacher Panchayat (Library) and the petitioner is fully eligible for being considered for the said post. The petitioner has made a representation to consider his case also.

Given the limited grievance that the petitioner has, let the respondent No.2 take a decision on the representation so filed by the petitioner preferably before finalization of the promotion process. It is made clear that this court has not expressed any opinion so far as eligibility and entitlement of the petitioner is concerned. The representation has to be decided purely in accordance with service conditions governing the field. 3.
