The default pointed out by the registry stands over-ruled for a moment. 2.

The limited prayer which the petitioner has made in the instant Writ Petition is for issuance of direction to the respondents to consider his representation so far as the promotion to the post of Executive Engineer and to consider his case which was kept in a seal cover procedure. 3.

According to the counsel for the petitioner, the seal cover procedure was adopted by the respondents wayback in the year 2005 and thus he prayed for issuance of direction to the respondents for deciding the representation of the petitioner which he has made on 22/11/2016 which is pending consideration till date at the earliest.

The said prayer is not opposed by the State counsel. 5.

Accordingly, the present Writ Petition stands disposed off with a direction to the respondents to ensure that the representation of the petitioner which is pending consideration is decided at the earliest preferably within a period of 90 days from today.

While taking a decision, the respondents shall take into consideration all the averments and factual matrix of the case. 7.
