1. The relief sought for by the petitioners in this petition is for an appropriate direction to the respondents to convene Departmental Promotion Committee (in short, DPC) in accordance with service rules which prescribes for holding of DPC as far as possible every year.

2. The counsel for the petitioners submits that the petitioners herein are all within the zone of consideration for promotion and having all the eligibility criteria for promotion also, however, the department, on the other hand, is

not conducting DPC on account of which the petitioners are being denied their chance of promotion.

3. Given the limited grievance that the petitioners have, let the respondents No.2&3 take an appropriate steps for holding of DPC in accordance with service rules governing the establishment at the earliest so that the grievance of the petitioners would stand redressed.
