There is prayer for condonation of delay. The application is delayed by as many as 631 days. The explanation offered in the application is, if he may say so, is most rhetoric and hardly satisfies the requirement of law. In the application, it has been stated that because of the Covid situation, delay has occurred. We find that the impugned judgment was passed as back as on 14/12/2018. Except saying that there was only delay in official process, no specific reasons have been assigned. Mere use of word 'departmental proceedings' is not enough nor can be treated as sufficient to constitute sufficient cause. Therefore, we are not inclined to condone the delay. This application is, therefore, dismissed as barred by limitation.
