1. Ignoring the default pointed out by the Registry, with the consent of the parties matter is heard finally at motion stage.

2. Counsel for the petitioner prays for withdrawal of the writ petition with liberty to file a suitable representation to the respondent NO. 3 in respect of their grievances.

3. Counsel for the petitioner submits that similarly placed persons have also approached this Court and who have already been granted permission to approach the respondents by making suitable representation.

4. In view of above, the petitioners are permitted to withdraw this petition with the aforesaid liberty. In the eventuality of filing fresh representation along with copy of this order by the petitioners before respondent No. 3 within

-2three weeks from today, it is expected from respondent No. 3 to pass appropriate order in accordance with law keeping in view the order dated 20.9.2013, 08.10.2015 & 13.07.2017 (Annexure P/3) as expeditiously as possible preferably within four months from the date of receipt of such representation.

5. Nothing in this order shall be construed as an expression of opinion of this Court on merits of the case and the competent authority shall be at liberty to decide representation of the petitioner in accordance with law
