1. The challenge in the present Writ Petition is to the transfer order Annexure P-1 dated 22.08.2019, whereby the petitioner has been transferred from Government College, Seepat, District: Bilaspur to Government College, Balrampur.

2. The counsel for the petitioner submits that this is the third transfer within a short span of time. The petitioner was issued with a transfer order dated 14.08.2017 and the second transfer order dated 01.10.2018. Both these orders have been complied with by the petitioner without any grievance. Now, in a short period of time

-2another order has been passed and the petitioner has again been transferred from Bilaspur to Balrampur.

3. Given the said facts that, the petitioner has been transferred for the second time within period of 1 year, the same appears to be in contravention to the transfer policy of the State Government itself, which says/shows that normally a person should not be transferred unless he completes one year at one place.

4. Given the said facts, the petitioner is directed to make a fresh detailed representation to the authorities concerned within 10 days and the respondent authorities may consider and decide the same within a further period of 45 days from the date of receipt of copy of this representation.

5. Till the representation of the petitioner is decided, there shall be stay of the effect and operation of the impugned order, so far as the petitioner is concerned.

6. With the aforesaid observations, the present Writ Petition stands disposed off.
