These four contempt petitions are filed under Section 12 of the Contempt of Court Act, 1971 read with Article 215 of the Constitution of India, alleging violation of judgment dated 04.02.2020 passed in Writ Petition (S) No. 2849 of 2013 and other connected cases, namely, Writ Petition No. 930 of 2021 and Writ Petition (PIL) No. 32 of 2012.

It is pleaded that observations were made by this Court that Rural Medical Assistants are not given any right to practice medicine and that they cannot use the prefix 'Dr.' and that they can only act under the supervision of qualified medical doctors.

In Contempt Case (C) No. 31 of 2021, allegations are levelled against respondent No. 1 for addressing a communication with a prefix 'Dr.' in respect a person who was not entitled to address as such. 5.

It is submitted by Mr. Johri that the respondent No. 2 in all other cases are acting contrary to the aforesaid observations and the respondent No. 1 is not taking any remedial steps.

Having regard to the nature of grievance expressed, while not entertaining these contempt petitions at this stage, we grant liberty to the petitioner to bring to the notice of the Secretary, Health about the order of this Court dated 04.02.2020 and also the violations noticed by the petitioner for his information and necessary action. If any such representation is filed, the same shall be considered in accordance with law.
