1. The grievance of the petitioner in the present writ petition is the inaction on the part of the respondents in not considering the claim of the petitioner for being appointed as a Shiksha Karmi Grade-III though he has all the qualification required for the said post.

2. According to the petitioner, he has been working under the respondents on the post of Guruji since 1999 and in due course of time, he has also obtained the higher secondary qualification and therefore, he is entitled for being considered for the post of Shiksha Karmi Grade-III. Counsel for the petitioner submits that the respondent no.8 has already made recommendations in favour of the petitioner but till date no such decision has been taken.

3. Given the facts and circumstances of the case, let the respondents 5 to 7 consider the claim of the petitioner for being appointed as a Shiksha Karmi Grade-III on its own merits at the earliest preferably within an outer limit of 90 days from the date of receipt of copy of this order.

4. It is made clear that this Court has not expressed any opinion on the merits of the case and the authorities are expected to decide the same purely on the basis of the rules and regulations governing the field.
