1. The grievance of the petitioner is that the petitioner was working under the respondents No.2 to 5 as Senior Assistant for last more than 35 years. Under the rules governing the fields the petitioner was entitled for the time bond pay scale on completion of the 12 years and 24 years of continuous service on the same post.

2. According to the petitioner, he was eligible for granting of the said time bond pay scale, but on account of the lapse on the part of the respondents in not maintaining the ACRs of the petitioner properly, he was denied the same. Subsequently, now the petitioner has been granted the promotion vide order dated 23.06.2018. The fact that the

petitioner has been granted promotion by itself shows that he was also entitled for the benefit of the time bond pay scale on an earlier occasion on the completion of the stipulated length of service as is required under the regulations.

3. Given the said facts, let the petitioner make a detailed representation to the respondents along with all supporting documents, in addition to the representation that he has already made (Annexure P/2) and the respondent No.3 shall in turn consider and decide the claim of the petitioner for grant of time bond pay scale from the date he was entitled for. Let this exercise be completed within a period of 60 days.

4. With the aforesaid observations, the writ petition stands disposed off.
