It appears, the petitioner association was permitted to hold rally at Rajnandgaon, however, the same could not be organized, as several farmers were arrested.

The date on which the petitioner association was allowed to hold rally is already over, therefore, no relief can be allowed at this stage in respect of the event which has already taken place. Accordingly, the writ petition is dismissed.

Petitioner would be at liberty to move necessary application seeking permission to hold rally in accordance with law. On such application being filed, the District Magistrate shall pass necessary orders at the earliest.
