1. At the outset, learned State Counsel would draw attention of the Court

to the contents of para-16 of the return stating that if the petitioner cooperates with the Department, the proceeding taken by the Special Secretary with respect to the appeal of the petitioner would be decided expeditiously, in accordance with law.

2. Shri Paranjpe, learned counsel for the petitioner would submit that the only prayer made in the writ petition is for early disposal of the appeal, therefore, the petitioner is ready to cooperate with the Department/ Secretary in disposal of the appeal.
