Petitioner is aggrieved by non action of the respondents for initiating action against the Sarpanch, who has not been arrayed in this writ petition.

Since the petitioner is not claiming any relief for himself but is seeking action against the Sarpanch, the petition appears to be in the nature of PIL, therefore, the writ petition in its present form is not maintainable.
