Learned counsel for the petitioner submits that the impugned order of suspension is without any authority of law as it was not passed by the competent authority and the petitioner may be allowed to make representation to respondent No.2 for redressal of his grievance.

The prayer appears to be reasonable.

The petitioner may make fresh representation to respondent No.2 within two weeks from today and respondent No.2 / Collector shall consider and decide the

representation by a reasoned and speaking order within a period of four weeks from the date of receipt of representation.
