The present petition is only with the limited prayer that the petitioner has applied for FL-2 license with the District Excise officer, Durg on August, 2019. Subsequent to it, it was considered, the premises was inspected and recommendation was made for grant of license by Annexure P-2. In a resolution thereof, the petitioner was asked to pay an amount of Rs. 7,70,000/- as license fee and bank guarantee, which was complied. It is stated that despite that the respondents are not taking any decision to issue the license and the petitioner has already incurred huge expenses and without any rhyme and reason the decision to grant license is held up; therefore, the respondents are directed to decide the application of the petitioner within a stipulated time.

The documents primarily purports that the application for license was made and after inspection and recommendation was made for grant of license, and subsequently the requisite license fee was paid. Since it is stated that no decision is taken, it is directed that the respondents shall decide the application of the petitioner within a further period of three weeks from the date of receipt of copy of this order. 4.
