2. Learned counsel for the petitioner submits that as per the policy and the circular of the State government, the petitioner has imparted skill education to the various groups and after the completion of such training though the circular of

the government exists to make the payment under certain level and scale, the same is not being released by respondent No.4, therefore, he submits that the petitioner has made an application to the respondent No.4 and the application / representation which is pending before the respondents may be directed to be decided by a speaking order as without any rhyme or reason, the amount has been withheld.

Considering the limited prayer made, if according to the circular of the State Government, the petitioner is entitled, then in such case, the representation of the petitioner may be decided considering those factors as to the eligibility of the petitioner to get the amount. The petitioner shall be further at liberty to make afresh representation within a period of two weeks from today before the concerned respondent and on such representation being made, the same may be decided within a further period of three months from the date of receipt of the representation.
