The limited grievance of the petitioner in the instant Writ Petition is that, though the petitioner who was working on the post of Principal, Class-II is entitled for being promoted for the post of Principal, Class-1/Deputy Director, but because of inaction on part of the respondents in holding regular DPC, the petitioner is being deprived or denied of promotion which he is otherwise entitled for and for which he has all the requisite eligibility criteria.

Given the limited relief which the petitioner has sought for, this Court is of the opinion that, there would be many other similarly placed persons in the department also. The policy governing the service conditions of the petitioner and the rules applicable also provides for holding of DPC atleast once in a year.

From the contents of the Writ Petition it appears that, the respondents have not conducted the DPC for quite sometime. 4.
In the given facts, let the respondent No.1 issue appropriate instructions to the department in ensuring that the DPC for promotion in the department is convened at the earliest particulary in respect of the claim of the petitioner for promotion from Principal, Class-II to Class-I and an appropriate decision be taken by the respondent No.1 within a period of 4 months. 5.
