1. The grievance of the petitioner in the present writ petition is the nongranting of the benefit of advance increment on the petitioner having obtained the Ph.D. degree.

2. The contention of the petitioner is that as per the government circular the petitioner is entitled for benefit of an advance increment on his obtaining the qualification of Ph.D. and which the petitioner has obtained in February, 2016 and thereafter inspite of repeated requests, the respondents have not taken a decision in this regard.

3. Given the aforesaid dispute, let the respondent No.2 take a decision so far as the claim of the petitioner for grant of advance increment on his obtaining the Ph.D. degree in the year 2016 at the earliest preferably within a period of 60 days.

4. The petitioner, in addition to the representation that he has made till now, would be further at liberty to make a fresh representation with all relevant documents to the respondent No.2 within a period of 15 days, which the respondent No.2 shall consider while deciding the representation.

5. With the aforesaid observations, the present writ petition stands disposed off.
